PURPOSE: To approve and sign a Cooperative Prisoner Transportation Agreement (Form USM-105) between the US Marshals Service (USMS) and Snohomish County for the transportation of Jose Morales-Marquez from the San Diego Central Jail in San Diego, California, to the Snohomish County Jail in Everett, Washington.
BACKGROUND: The Prosecuting Attorney’s Office, in partnership with the Everett Police Department and the Snohomish County Sheriff’s Office, seeks the extradition of Mr. Morales-Marquez from San Diego, CA, to Everett, WA, given criminal charges filed against him. Our deadline to retrieve Mr. Morales-Marquez is 03/27/2025; therefore, it is imperative that the Executive sign the transportation agreement as soon as possible, so that arrangements can be made and the USMS can gain custody of Mr. Morales-Marquez. The total cost of the extradition is estimated to be $4,199.00, which will be split equally among the PAO, Everett PD, and SCSO ($1,399.67 each). [A medical form is expected to be added to the USM-105 form but was not ready at the time of this ECAF submission.]
