ITEM TITLE:
Title
Federal Emergency Management Agency (FEMA) CC-213 Recertification Form
body
DEPARTMENT: Conservation and Natural Resources
ORIGINATOR: Ann Bylin
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: Requesting the Executive's signature on the Federal Emergency Management Agency (FEMA) CC-213 Recertification Form, certifying that Snohomish County is implementing certain creditable floodplain management activities to support its continued participation and standing in the Community Rating System (CRS).
BACKGROUND: On July 6, 2005, the Snohomish County Council approved Motion 05-295, which authorized the county's application to participate in the Community Rating System (CRS). CRS is a voluntary program under the National Flood Insurance Program (NFIP) that allows a city or county government to secure discounts on annual flood insurance premiums for all policyholders within its jurisdiction by implementing floodplain management activities that exceed minimum NFIP standards.
Snohomish County's participation in the CRS has earned the county a Class 5 community rating, which entitles flood insurance policyholders to a 25 percent discount both inside and outside of Special Flood Hazard Areas (SFHAs). According to NFIP data, these discounts saved county policyholders a total of $300,000 on their annual flood insurance premiums in 2024.
Each year, Snohomish County must recertify that it continues to perform the activities on which its CRS community rating is based. Documentation of these activities was submitted to FEMA in late 2024.
The County Executive's signature is required on the CC-213 Recertification Form to certify that the county is implementing specific creditable floodplain management activities to support its continued participation and standing in the CRS. The signed form will be submitted to a FEMA contractor for review and routing to FEMA.
