PURPOSE: Authorize the transfer of ownership from Snohomish County to Skagit County of a radio repeater purchased with 2020 State Homeland Security Program (SHSP) grant funds.
BACKGROUND: The 2020 SHSP grant agreement #E21-096 was originally approved October 19, 2020 to fund local and regional efforts to prevent terrorism. Near the end of the grant performance period, there were unspent funds identified. Homeland Security Region 1 elected to purchase and install a radio repeater to be placed in Skagit County. This was deemed to confer the greatest communications benefit to the Region.
