PURPOSE: The purpose of the ECAF is to approve and execute a new five-year Interlocal Agreement between the State of Washington Department of Children, Youth, and Families (DCYF) and Snohomish County for the County to provide information technology services.
BACKGROUND: DCYF has for many years used space in the Denny Juvenile Justice Center (DJJC) to further their mission in partnership with Snohomish County. Since 2020, ILA services have not been required for their work. However, in late 2024 they requested that the County's IT Department provide a dedicated circuit and network access at DJJC as a part of network upgrades. This new ILA allows for the DCYF to receive this service and future information technology services from the County via Work Order (WO). The total cost of all WOs against this ILA shall not exceed $10,000 over the five (5) year term. Approval of this ECAF will allow the IT Department to perform the installation and provide DCYF with the necessary access.

DEPARTMENT FISCAL IMPACT NOTES: This contract was not anticipated for the 2025-2026 biennial budget and the IT Department plans to absorb operating costs within the adopted budget. If necessary, IT will make an mid-term adjustment to the biennial budget for the additional revenue/expenditure.
