ITEM TITLE:
Title
INTERGOVERNMENTAL SERVICES AGREEMENT BETWEEN SNOHOMISH COUNTY AND WASHINGTON STATE UNIVERSITY FOR LOWER STILLAGUAMISH BASIN SOCIAL MARKETING RESEARCH STUDY
body
DEPARTMENT: Conservation & Natural Resources/Surface Water Management

ORIGINATOR: Connie Price/Don Robinett

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: To approve and execute agreement between Snohomish County and WSU for Lower Stillaguamish Basin Social Marketing Research Study

BACKGROUND: The County Shellfish Protection Program and its partners are working to reduce the fecal coliform pollution impacts in the Lower Stillaguamish Basin and its receiving waters (Port Susan). Water quality monitoring efforts have demonstrated that two of the primary sources of fecal coliform non-point source pollution in this area are human waste from failing on-site sewer systems and livestock waste, particularly cattle and horses. Much of the work to reduce fecal coliform pollution in the basin is being accomplished through technical assistance services and education and outreach efforts provided by the County and its program partners. These efforts include, but are not limited to, technical assistance, site consultations, educational workshops, education and outreach materials, and social media posts. The County, and its program partners, intend to evaluate public awareness of fecal coliform pollution and identify barriers to adopting behaviors and utilizing technical services to reduce pollution through a social marketing research study. This research study will collect information from livestock operators and residences within the Lower Stillaguamish Basin regarding their understanding of fecal coliform water pollution issues, as well as the identification of barriers to adopting behavior that would improve water quality and utilize technical assistance.
