PURPOSE: Approve and sign Intergovernmental Service Area Agreement for Early Learning Services Between Snohomish County and the Tulalip Tribes of Washington 2024-2025
BACKGROUND: Snohomish County Early Childhood Education and Assistance Program (ECEAP) is required by its funder the Department of Children, Youth, and Families (DCYF) to establish Service Area Agreements with other local early learning programs for low-income children and families, and submit these agreements annually. The purpose of this Agreement is to establish service area boundaries, policies, and working procedures for early learning services and enhance collaboration between the two governments Snohomish County and the Tulalip Tribes of Washington. The County operates two early learning programs: Snohomish County Early Head Start for children ages birth to three and pregnant women; and ECEAP for children ages three to five. The Tulalip Tribes of Washington provides an early learning continuum of care that also includes federal Early Head Start services and an ECEAP preschool through a direct contract with DCYF. Both governments recognize the importance of a strong working relationship and share the common goals of service to income-eligible children and families in Snohomish County.
This Agreement shall take effect upon execution by both parties and remain in effect through December 31, 2025. There are no funds attached to this Agreement.
