ITEM TITLE:
Title
Snohomish County Urban County Consortium Interlocal Cooperation Agreement Amendment #2 with City of Brier.
body
DEPARTMENT: Human Services

ORIGINATOR: Jackie Anderson

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: Executive signature to execute the ILA Amendment #2 with City of Brier.

BACKGROUND: The Human Services Department requests execution of an amendment to the amended UCC ILA with the City of Brier in order to have the city rejoin the Snohomish County Urban County Consortium designation with the U.S. Department of Housing and Urban Development (HUD). In 2023, the County executed amendments with the cities and towns in the Consortium, but Brier was unable to complete a review by the HUD deadline and opted to leave the Consortium. HUD allows for Brier the opportunity to rejoin for program years 2025 and 2026 and for the County to submit required documents in August 2024. The UCC ILA provides for the County to receive Federal grants include the HOME Investment Partnership (HOME), Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG). These grants support affordable housing, public Facilities and infrastructure, public services and emergency shelter and services and housing for low-income households and areas in Snohomish County.

Motion 99-238 Approved the Urban County Consortium and authorized the County Executive to approve and sign ILA's and Amendments with member Cities and Towns. The ILA was originally executed in 1999 with an amendment in 2014 and 2023. This is the second amendment (first one in 2014) for Brier.

HUD did not accept the signed amendment and is requiring a change to language that removes a citation and adds a different citation to Section 16 of the 2014 first amendment. Now the ILA needs to be resigned and returned to HUD as soon as possible, as their legal is requiring having it back by September 6, 2924.
