PURPOSE: This form allows the County to waive competition requirements for the reimbursement agreement to Olympic Pipeline Chinook Marsh Restoration Project.
BACKGROUND: Olympic Pipeline has an easement through the Chinook Marsh property for their parallel petroleum pipelines that run from Ferndale and Anacortes to Portland. In order for the County (SWM) to coordinate directly with BP Olympic Pipeline (OPL) engineers to discuss engineering solutions to protect the pipeline from tidal inundation, the County needs to sign an agreement with BP OPL and pay for their time. This waiver will allow the County to move forward with that agreement with OPL, which will then be presented to Council for approval through a separate ECAF.
