body
DEPARTMENT: Conservation and Natural Resources
ORIGINATOR: Bill Leif
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer as required by the NPDES Phase 1 Municipal Stormwater Permit.
BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State. The County is required to submit a notification to Ecology when a discharge to or from our storm sewer may have caused or contributed to a violation of a state water quality standard. On May 28, 2024, the County became aware of a discharge of motor oil from the County's MS4 into Silver Creek due to a motor vehicle collision at the intersection of 180th Street SE and Brook Boulevard. This discharge caused or contributed to an exceedance of the antidegradation water quality standard for the creek. Road Maintenance responded using County staff and a cleanup contractor to recover spilled oil. Oil absorbent materials are still deployed, and Road Maintenance will continue to monitor and take needed oil recovery actions.
