PURPOSE: To obtain Executive approval of PW-23-007SB Change Order 011A
BACKGROUND: The County and Western Ventures Construction Inc. entered into an agreement on June 22, 2023, for the Sheriff's Office Tenant Improvements, West Precinct Airport project. The West Precinct Sheriff and Paine Field, has a single contract, two funding sources, and three areas of work. The competitive bid and initial contract award for PW-23-007SB covered two areas of the work. The interior improvements for the Sheriff and the Airport. The contract also identified the split of the contract amounts for those work areas to the separate funding sources. The third area of work is the site improvements, which were recently approved as a part of CO-05A. Change Orders CO-11A covers items typically associated with changes in construction projects. The changes include items for unexpected hidden conditions (furring out of plumbing wall, door type revision, etc.), building inspector requests (ADA accessible holding cell, hot water loop, etc.) and clarifications of design elements that became apparent to the end users after some construction was in place (convenience outlet at the generator, elevator finish upgrades, etc.). Additionally, the Change Order covers an Owner caused delay in the work in accordance with RCW 4.24.360. The General Contractor has been delayed in proceeding with some of the work due to the length of time used by the design and engineering team to respond to RFIs, issue ASIs, and approve of Change Order Requests. The design and engineering team are working directly for the County and have not been hired by the contractor.
