PURPOSE: To approve the competition waiver for Gibson Media for partial payment of services for the 2024 Evergreen State Fair
BACKGROUND: The media buyer Gibson Media Inc was selected through a Request for Proposals process (RFP #008-20SB) to provide media strategies, planning, buying, management, and evaluations for Digital, TV, Radio, and OOH (billboard/transit) for the Evergreen State Fair. The contract was amended in 2023 but the amendment did not include the full dollar amount for the duration of the contract through October 15, 2025. This was an oversight and the Purchasing Department has declined payment on services due to this oversight. This waiver will allow contractual authority to make this purchase and the ability to approve the PO. An amendment to address additional services through the contract end will be developed and submitted separately.
