PURPOSE: To extend existing Emergency Ordinance 26-026 an additional six (6) months.
BACKGROUND: On August 19, 2026, Snohomish County Council enacted Emergency Ordinance No. 26-026, relating to Growth Management, adopting a moratorium on Data Centers within unincorporated Snohomish County, adding new sections to SCC Chapter 30.28 and SCC Chapter 30.91d, and declaring an emergency. Council directed staff to research, review and update the County’s code to address data centers as a use in Title 30 of Snohomish County Code, and to develop criteria for review, as allowed under state law. An extension to the moratorium for additional time is needed to finish the analysis and determine how best to update County regulations addressing data centers.
