PURPOSE: Requesting signature of Change Order #1 to continue with the Piping and Pump project for the Oakes Jail Central heating and cooling systems utilizing Forma Construction through Job Order Contracting (JOC) RFP-22-015DW Agreement; award approved through Snohomish County Council Motion 22-266.
BACKGROUND: This project is a result of the 2023 Energy Audit recommendations and is needed reduce energy consumption to meet the Clean Buildings Act energy target. This project accounts for an estimated 9.2 EUI points toward the 16.3 that are needed to reach the target. This project will reconfigure the heating water piping loop, replace boiler circulation pumps, install variable frequency drives on the condenser water pumps, install a new pump to enable the “free-heating” heat exchanger to work properly, and upgrade the building automation controller for the Central Plant. Approximately $315,000 of this work will be reimbursed in the future via the Washington State Department of Commerce Early Adopter Incentive funding, provided our target is met after a 12-month verification period. This project is supplemental to other energy use reduction work, which is in progress. The original cost for this project was $364,493.40 plus applicable tax. Change Order #1 adds $13,293.45 for a new pre-tax total of $377,786.85 A detailed scope of work is found in attached proposal JC-24-29-F CO #1.
