PURPOSE: Update SCC 22.04.055 and 22.04.040 to reflect a new state law that goes into effect in January that will cause Park Rangers to not hold a special commission through the Sheriff’s Office.

 

BACKGROUND: The passage of Senate Bill 5974 introduced new statewide requirements governing special commissions from law enforcement agencies, specifically mandating that commissioned individuals be directly supervised by the agency issuing the commission. As required by county code, Snohomish County Park Rangers have held special commissions from the Sheriff’s Office but have operated under the authority and supervision of the Parks Division. This arrangement will no longer meet the statutory requirements as of January 1, 2027. This ordinance amends county code to align with state law by removing the requirement that Park Rangers be specially commissioned deputies and by clarifying the authorities and duties of Park Rangers
