EXECUTIVE RECOMMENDATION: Approved

PURPOSE: To execute Amendment 1 to the 2026 Professional Services Agreement with Northwest Innovation Resource Center to include activities supporting the future Sustainable Aviation Fuels (SAF) Center at Paine Field, Everett and development of the SAF ecosystem throughout the Cascadia region.

BACKGROUND: The Northwest Innovation Resource Center (NWIRC) is an organization that works with entrepreneurs and inventors in Northwest Washington to identify the strategy, tools, and community resources needed to bring their products and business ideas to life. NWIRC works with local economic development resources and business leaders to provide a network of mentors to young entrepreneurs and inventors. The organization will provide programs that directly support the success of entrepreneurs and inventors in the County, develop resources in the County essential to a vibrant entrepreneur segment of the economy, conduct outreach activities to identify and encourage entrepreneurs and inventors to come or remain in the County, and partner with Education Institutions, Port of Everett, Economic Alliance of Snohomish County, business leaders and others to complete activities which will contribute to a sustainable entrepreneurial environment in the County. Amendment 1 expands the 2026 Professional Services scope to include education and engagement with small businesses and entrepreneurs specifically around the future Cascadia Sustainable Aviation Fuels (SAF) ecosystem and supply chain.
