ITEM TITLE:
Title
Intergovernmental Agreement between Snohomish County and City of Marysville for participation in the Snohomish County Diversion Center
body
DEPARTMENT: Human Services

ORIGINATOR: Michael O'Brien

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: Approval of the Intergovernmental Agreement between Snohomish County and the City of Marysville for the use of the Snohomish County Diversion Center

BACKGROUND: In June 2018, Snohomish County opened the Snohomish County Diversion Center (SCDC), a facility providing temporary shelter and coordination of access to behavioral health and other programs for participating individuals. County Human Services has contracted with Pioneer Human Services (PHS) to administer the SCDC program and deliver services. PHS provides short-term shelter and access to services in the community including but not limited to medication assisted treatment, withdrawal management, access to SUD and MH assessments and transition planning. Additionally, the County provides participant meals, laundry equipment, storage for small personal items, and basic hygiene kits during an individual's participation in the SCDC program.

These agreements have been updated for 2026 and reviewed by the PA's office and Risk Management. They clarify roles of each City/Municipality, the County and the Contractor, Pioneer Human Services.

Cities or tribes wishing to use the Diversion Center must have a law enforcement embedded social worker program approved by the Human Services Behavioral Health Division. At this time, Arlington, Monroe, Mountlake Terrace, Everett, Marysville, and Edmonds each have embedded social workers, and have had active agreements with Behavioral Health. There are no funds attached to these agreements.
