PURPOSE: To obtain Executive approval of Change Order 40 to Marpac Construction.
BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. After construction started, the contractor discovered 14 of the guestrooms had wallpaper that had not been properly removed by the decontamination contractor to allow for new drywall and painting. The kitchen wall behind the counters and three closets were also discovered to not have any drywall over the studs. Repairs to the exterior walkway exceeded the allowance the bid documents. The contractor has provided documents to show the time and materials actually used, a fair practice to all parties. During the course of construction several value engineering alternatives were implemented to lessen this burden from the initial estimate of $200,000 over the allowance. Some of the interior door trims both around the resident room entrances and at the doors from the resident room to the bathroom were discovered to be damaged, broken, or no longer attached to the framing. These trims could not be salvaged and had to be replaced. The architect and County's Project Manager observed the conditions could not be recovered. Door 209 to the electrical room is required by code to swing out and is required to have a emergency egress crash bar. Training on the access control system for the operator has been added to the scope of the contract.
