EXECUTIVE RECOMMENDATION: Approved
PURPOSE: Kayak Point Park Day Use Area Improvements project requires Snohomish County to apply for a Construction Stormwater General Permit which requires the Executive to sign the application form.
BACKGROUND: Kayak Point Park Day Use Area Improvements (PW-25-0495SB) construction contract was awarded to OMA Construction by Council on 11/5/2025 (ECAF 2025-3491). Construction has begun on the site following the approved Stormwater Pollution Prevention Plan (SWPPP). In addition, the State of Washington Department of Ecology requires regulated construction sites to get coverage under the Construction Stormwater General Permit. Following the permit requirements helps control and reduce water pollution. Operators of regulated construction sites are required to: (1) Develop stormwater pollution-prevention plans; (2) Implement sediment, erosion, and pollution-prevention control measures; (3) Obtain coverage under the permit.
