PURPOSE: Electronic Submittal by Snohomish County Executive of NPDES Municipal Stormwater Permit 2025 Annual Report to Washington State Department of Ecology
BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State. The NPDES permit requires submittal of an annual report by March 31 of each year.
Ecology has created an electronic reporting module in Washington State's Secure Access Washington (SAW) reporting system.
The required responses and electronic file attachments have been entered into the SAW system; they can be edited further before submittal if the Executive so wishes.
The County Executive must electronically "sign" and submit the report by Mach 31, 2026, using an account the Executive has already set up in the SAW system.
The attachments to this ECAF are: a spreadsheet containing the responses and links to the attached files that compose the report; a Word file with instructions on how the County Executive can submit the report to Ecology in the SAW system.
