PURPOSE: To obtain Executive approval of Change Order 35 to Marpac Construction.
BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. The Fire Marshal is requiring additions to the fire alarm system after plans were previously approved. The additions provide increased coverage in several of the rooms, increasing life safety of the facility. The plumbing subcontractor has checked every toilet being reinstalled in the back building. Many of these fixtures have broken parts and pieces. The bid drawings did not note the non-functioning pieces as the design and engineering team had little time to make such detailed evaluations while preparing the documents under the time constrains of the ARPA funding. The pre-bid walk did not include unlimited time to assess individual elements, such as operation of the individual toilets. The plumbers initial suggestion of replacing every toilet had an estimated cost of $60,000. Facilities requested this analysis to reduce project costs. The main water line in the right-of-way was found approximately four-feet further from the property line than as-build drawings indicated. Additional saw-cutting and removal are required to allow for access to the line for the new fire line tap.
