PURPOSE: To obtain Executive approval of Change Order 34 to Marpac Construction.
BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. The exterior guard rails at Building B were only attached to the decorative column covers and with undersized bolts to the deck slab at the mid-point of the runs. During the course of exploratory demolition of the trim at the walkway, eleven of the columns at the exterior walkway were discovered to lack any positive attachment to the walkway deck. The columns have been replaced by using the bid allowance funds. However, those funds have now been exhausted. After the removal of the trim, the guard rails along the entire length of the walkway at Building B are no longer stable and must be replaced. The design, engineering, and construction teams accessed several options for the replacement railing. The selected system was the most cost effective. Additionally, the work at the railing can only safely be completed after work in the adjacent rooms both above and below are complete. Thus, ten days are being added to the project schedule to safely coordinate the replacement of the railing.
