PURPOSE: Approval of Supplement #2 to the Snohomish County Agreement with WSDOT Local Programs, which shifts funding between project tasks in order to complete and launch the phase 1 of the project, the Temporary SAF Repository.
BACKGROUND: Snohomish County has received a $6.5 million grant from the State of Washington through the Department of Transportation for the development of an applied sustainable aviation fuel (SAF) evaluation center. The Snohomish County Council enacted Ordinance 23-142, which approved and authorized the County Executive to sign the Local Programs State Funding Agreement on January 24th, 2024. Snohomish County and the Department of Transportation wish to change the allocation of the grant funds among the tasks in the Local Programs State Funding Agreement. To change the allocation of the grant funds among the tasks in the Local Programs State Funding Agreement requires the execution of an amendment using Supplement Form. On August 24, 2024, Snohomish County Council approved by Motion Supplement 1 for the Applied Sustainable Aviation project and authorized the County Executive to sign the Local Program State Funding Agreement Supplement Form 140-087A and any additional supplements for the duration of the original agreement. The following documentation is associated with the approval of Supplement #2 to the Applied Sustainable Aviation project through WSDOT Local Programs.
