PURPOSE: To approve the Surface Water Management recommendation to award the Snohomish County Flood Damage Reduction Grant Program funds to Stillaguamish Flood Control District and the Executive to execute Interlocal agreement for the funds awarded in 2025.
BACKGROUND: The County recognizes the value of repairing damages to Special Purpose District (District) facilities to maintain flood protection to homes, County roads, farms, use of agricultural land and to drain flood waters after major floods. The County Council has established a Flood Damage Reduction Grant Program and approved a total funding amount of $100,000 in the 2025 Surface Water Management Budget to benefit flood management in Snohomish County. Applications for the Grant Program were emailed out and five applications were returned from Districts. The applications were reviewed and met program goals and the recommendations for these funds and are attached to this ECAF. This funding agreement is now ready for Executive approval and signature with Stillaguamish Flood Control District in the amount of $20,000. The project involves replacing several smaller tidegates along Jorgenson Slough/Church Creek with two larger tidegates to allow significantly more water to pass through tidegates, which is important during and after flood events, while also improving fish passage.
