Executive/Council Action Form (ECAF)

ITEM TITLE:
Title
Authorizing the County Executive to sign Change Order CO-26 to Bid PW-24-028SB with Lincoln Construction, Inc. for the Construction at the New Start Center of Edmonds.
body
DEPARTMENT: Facilities and Fleet

ORIGINATOR: Lance Meinhold

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: To obtain Executive approval of Change Order 26 to Lincoln Construction, Inc.

BACKGROUND: The County and Lincoln Construction Inc. (LCi) entered into an agreement on December 19th, 2024, for the construction phase of the New Start Center of Edmonds. The industrial laundry room did not have existing heating units the first time the building inspector visited the room, nor were any noted on the original construction plans. The building inspector required us to install heat into the room and to bring the space into compliance with current energy codes. This would require upgrades to electrical, mechanical, and the building envelope. Those upgrades in turn would trigger further costs. As an alternate, we are leaving the room unconditioned and insulating the piping in the room, which is far less impactful on both the budget and the schedule. Also, the exhaust duct work and fans serving the gas fired water heaters had been removed during the moisture remediation process. New fans and ducting will be provided. The circuiting and switching in rooms 227 and 327 were not as documented in the as-bult drawings from the original construction. Both spaces had to be reconfigured. The City of Edmonds / South County Fire plan review of the design-build fire suppression system included a requirement additional inspections and testing.
