PURPOSE: The purpose of this ECAF is to approve and execute a professional services agreement with Key Code Media, Inc. to acquire broadcast services for SnoCo TV.
BACKGROUND: SnoCo TV uses CASTUS for system service/support to broadcast to television. The County wishes to extend use of the CASTUS system services and add additional tools needed for SCTV, namely a digital package and closed captioning services for accessibility, including some translation/language access features for captions. Competition has been waived in accordance with SCC 3.04.203(a). Key Code Media, Inc. has offered a discount if the County commits to a multi-year contract. The cost for implementation and services for the initial two-year term will not exceed $50,000. Approval of this Agreement will allow the County to proceed with acquisition of broadcast services for SnoCo TV.
