ITEM TITLE:
Title
Forma Construction JOC project #JC-24-27-F Oakes Jail Domestic Hot Water Replacement
body
DEPARTMENT: Facilities and Fleet

ORIGINATOR: Alex Pidduck

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: Requesting signature to move forward with the Domestic Hot Water Heater replacement project for the Oakes Jail Building through Job Order Contracting (JOC) RFP-22-015DW Agreement, award approved through County Council Motion 22-266.

BACKGROUND: This project was initially intended to replace only half of the hot water heating boilers to improve efficiency and reliability. However, recent events have shown that both storage tanks have surpassed the end of their useful life, are not repairable, and are in imminent danger of failing. The current system will not provide adequate hot water for the facility if one or more of the tanks fail. This project will replace the four existing water heaters and remove the existing storage tanks. The new system will install four ultra-high efficiency natural gas modulating water heating boilers that do not require storage tanks and will provide hot water to the kitchen, laundry, and housing areas. This JOC project will pay for the installation of county-provided water heaters and demo of the existing boilers and tanks. Forma pricing includes working in a secure facility, temporary hot water service, and minimal service disruption to building occupants. The new system is expected to reduce the natural gas use for the boilers by approximately 20%. The cost for this portion of the project is $450,805.03 plus applicable sales tax. The water heaters will be procured separately. There is grant funding reserved for this project that will cover the cost of the boilers plus approximately $220,000 dollars of this forma contract. A detailed scope of work is attached in proposal JC-24-27-F.
