BACKGROUND: The Red Barn Trail in Lord Hill owned by Snohomish County has experienced flooding the past 2 years that created the use of the trail to be diverted over neighboring private property. To determine the amount of the diversion of the trail onto private property a survey by Harmsen and Associates was performed. This invoice is for that project.
