PURPOSE: Approving the Training Agreement with Dallas-Ft Worth International Training & Research Facility for FAA required Live Fire certification for Paine Field firefighters, in compliance with SCC 3.04.140(2), requiring Executive signature.
BACKGROUND: Snohomish County Airport/Paine Field Fire Department, has entered into a service/training agreement with Dallas-Ft Worth International Training & Research Facility (DFWTRF) to provide Live Fire Training for 22 firefighters at a cost of $1,150.00 per firefighter for the 2025-26 training period, a total of $25,300. The training DFWTRF provides is approved by the Federal Aviation Administration 150-5210-17C and meets specific FAA requirements (14 CFR 139.319), for mandatory annual certification for Airport Rescue Firefighters. DFWTRF training utilizes new fluorine-free firefighting foam (F3), crucial as the Department transitions to the new F3 foam systems now being used on our ARFF equipment. A Service Competition Waiver Form has been completed per SCC 3.04.202(6) Training required by federal, state, or local law that requires the trainers or training firms to be certified or approved by the federal, state, or local law, and has been signed by Chief Joshua R. Cole and Executive Director Mike Fong.
