PURPOSE: Approval of the FTA NEPA Scoping form will designate Snohomish County as a Cooperating Agency in the Sound Transit Everett Link Extension Project NEPA process.
BACKGROUND: • In 2016 Snohomish County voters approved the Sound Transit (ST) 3 package of which includes an approximate 16-mile extension of light rail to Everett, also known as the Everett Link Extension (EVLE). • In July 2023, Snohomish County, Lynnwood, Community Transit, and City of Everett signed a Multi-Jurisdictional Partnering Agreement intended to include local partnering agencies in the project planning process. • In Section 18 of the Multi-Jurisdictional Partnering Agreement, the County agreed to participate as a Cooperating Agency in the National Environmental Policy Act (NEPA) process led by the Federal Transit Administration (FTA). • On July 29, 2025 the FTA invited Snohomish County to participate in the EVLE environmental review process as a Cooperating Agency. • Approval of the Cooperating Agency Designation Form will ensure Snohomish County is included in the development of the Draft Environmental Impact Statement through the NEPA review process for the ST EVLE project.
