ITEM TITLE:
Title
Authorizing the Executive to sign of Change Order CO-14 to Bid PW-24-027SB for the Construction at the New Start Center of Everett with Marpac Construction LLC.
body
DEPARTMENT: Facilities and Fleet Management

ORIGINATOR: Lance Meinhold

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. The contractor has suggested an alternative method for routing fire protection piping and fire alarm wiring through the back building. The design intent during the bid was to route the utilities through the attic space and then down, through wall cavities to each individual room. Asbestos containing materials have been found in the wall cavities and attic areas. Those materials would need to be abated in order to complete the work per the bid documents. Heat trace wire would have been required to protect all of the piping within the attic space, as the space is not heated but is insulated from the occupied space. Structural upgrades for supporting the piping within the attic space would also have been required. These requirements were not known at the time of the bid. Following the bid documents would have produced a change order of approximately $160,000. The savings to the project by using this alternate methodology is approximately $70,000.
