PURPOSE: The purpose of this Designation Agreement is to authorize the agreement to establish the Future Workforce Alliance (FWA) as the Local Workforce Development Board for Snohomish County and to establish Snohomish County Workforce Development Council dba Workforce Snohomish as the Fiscal Agent and Local Grant Subrecipient for Snohomish County.
BACKGROUND: The FWA was established in 2020 to serve as the Local Workforce Development Board for Snohomish County, as defined by the Workforce Innovation and Opportunity Act (WIOA). As the Local Workforce Development Board the FWA receives WIOA and other allocated and awarded workforce funds predicated on the FWA’s designation as the Local Workforce Development Board. Since then, the Snohomish County Executive established Workforce Snohomish as the fiscal agent and local grant subrecipient for Snohomish County to receive and administer WIOA and other workforce funds. This Designation Agreement continues the 2024 Designation Agreement for three years. The County Executive has oversight over the FWA and the funds associated with it.
