PURPOSE: Approval of the 2023 Surface Water Management Annual Construction Plan (SWM ACP) allocates expenses and revenues for capital improvement projects in 2023.
BACKGROUND: The 2023 SWM ACP establishes the work priorities for Surface Water Management capital projects in 2023. The 2023 Surface Water Management budget, which is adopted by ordinance, controls the expenses in the 2023 SWM ACP. The 2023 SWM ACP total is consistent with the countywide 2023 - 2028 Capital Improvement Plan (CIP) for Surface Water Management and the 2023 - 2028 Snohomish County Capital Improvement Plan. The 2023 SWM ACP includes general drainage capital improvement projects, failing infrastructure projects, fish passage culvert projects, culvert replacement projects, water quality LID improvements, stormwater retrofit projects, river and habitat projects, and master drainage/basin planning.

DEPARTMENT FISCAL IMPACT NOTES: Adoption of the 2023 SWM ACP does not appropriate funds. Council adoption of the 2023 Surface Water Management budget appropriates expenses and revenues for the 2023 SWM ACP. The 2023 SWM ACP provides additional details to augment the 2023 Surface Water Management budget.
