PURPOSE: Approval of Supplement No. 1 to Agreement CCF04-21 will allow Snohomish County Public Works to continue to utilize David Evans and Associates, Inc. to provide Design Services necessary to complete the 36th/35th Avenue West Improvement Project.
BACKGROUND: The Department of Public Works (PW) intends improve a one-mile segment of 36th/35th Avenue West between 164th Street SW to SR 99 in unincorporated Snohomish County near the City of Lynnwood. In 2017 the County and the City of Lynnwood entered into an Interlocal Agreement for the City to provide design services for the joint project. The City's portion of the work was from 36th Ave W from Maple Road to 164ths St SW and the County's portion of the project is from 36th/35th Ave W from 164th St SW to SR 99. The City of Lynnwood has subsequently completed their portion of the work and ended their involvement in the project. Under SS-005-21BE the County advertised its intent to enter into a Sole Source the contract to David Evans and Associates, Inc, who completed the design work through 90% plans, in order to maintain project continuity. In July 2021 the Sole Source request was approved. At this time the County requires additional services to complete additional environmental documentation and drainage design. Total payments for services under this supplement shall not exceed $59,613.65, for an amended total amount not to exceed $376,706.27.
