PURPOSE: This Critical Area Site Plan complies with requirements of two Critical Area Studies prepared in connection to two separate projects: the 228th Street SE (39th Ave SE to SR9) Brightwater Project and the 180th St SE & Interurban Blvd Intersection Improvement Project. Compensatory mitigation was required per Chapter 30.62A SCC (Fish and Wildlife Habitat Conservation Areas).

 

BACKGROUND: The Snohomish County Council approved the construction of the 228th St project in May 2011, and the 180th St SE & Interurban Blvd Intersection Improvement project was approved for construction in October 2012. As part of the regulatory permitting process, Critical Area Studies were required in order to construct these projects. The Studies and Plans called for a designated protection site that would be left permanently undisturbed in a substantially natural state. Parcels 27052700200100 and 27052700200700 (also referred to as the “Paige Site”) were chosen as the compensatory mitigation sites for these projects’ impacts to critical areas.  Permanent protection of these mitigation sites requires approval by the Snohomish County Council and recording of a Critical Area Site Plan with the County Auditor.
